Threatens Deschutes River (House Bill 3494)

Governor Kulongoski signed a bill (House Bill 3494) that will negatively impact streamflows in the Deschutes River, a river protected under the State Scenic Waterway Act. In the dry season, groundwater accounts for approximately 90% of the surface flows in the lower Deschutes River. HB 3494 will allow new groundwater development in the Deschutes Basin at the expense of river flows needed for wildlife and recreation. For example, fish need enough water in the river to access important spawning grounds.
