Yes, in some patterns very much so and in others, the more ‘impressionistic’ variety, one can pay less attention to the details re ‘matching the hatch’ (trying to tie the fly to look like a real mayfly, caddis etc.) and attach materials that suggest life and let the fish decide if it worthy of a gulp.
